But it is rare and highly unlikely that an "off the shelf" policy will adequately meet the needs of a unique commercial enterprise operating in a specialized, dynamic environment such as the apparel industry. Consider the seven issues outlined in this article in assessing how effectively your policy addresses the risks you face as an apparel manufacturer or importer. One of the main goals of Downtown Calgary Fashion Week is to promote the local talent, and we would like to open up this opportunity to the students across Alberta in Fashion programs.

An event that we are looking forward to this year is an Independent Runway show featuring a student show case. This will be a perfect opportunity for the fashion students to show their talent and skills, and possibly get some media coverage.

The Fashion Shows will be taking place throughout the week at flames Central, which for the week of September 4th Ð 8th will be transformed into Fashion Central. The student showcase will be a full production runway and a perfect event for students to show their work. Since it would be a full production show, there would be an entry fee which can be paid by the students, or sponsorship through the College. The Student Showcase will be held on Saturday the 8th.

House of Commons considers Chinese imports

As some members will be aware, imports of Chinese apparel into Canada have been the subject of debate in Parliament this week. This debate follows consideration of this issue in the House of Commons Standing Committee on International Trade in December.
In December that committee passed a motion calling on the government to negotiate safeguards (special import quotas) on certain apparel products, and subsequently to conclude a broad quota agreement with China. The NDP motion was passed with the support of BQ, and Liberal members of the committee. Conservative members opposed motion. It was included in the report of the committee which was debated in the House of Commons earlier this week. On February 20 a motion in the House "concurred" in the report of the committee - essentially accepting its findings. This is largely a routine exercise.

Companies should remember that safeguards on imports from China are quite limited in their application:
- Canada may consult with China on import levels, and establish safeguards, however these will not roll back the increase in imports that has occurred in recent years.
- Imports from China in many categories are currently growing at rates at or below the threshold (seven per cent annual growth rate) where a quota could be set and
- Canada cannot impose similar limits on imports from countries such as Bangladesh, Cambodia (both of which are also duty-free), Hong Kong and India - all of whom could easily replace China should quotas be imposed.

A number of member firms have contacted CAF regarding this motion, and what it means. Beyond the limitations inherent in safeguards, the motion/report is not binding on the Government. Despite the fact that the House endorsed the report, the government is not required to act, nor is there any timetable for it to address the committee's recommendations. On a number of products ranging from bicycles to barbeques the current Government has refrained from imposing import controls, and apparel is likely to be no exception.
While there are various ways the committee could ask for a detailed response from the government and press for further action, these actions would take a considerable period of time.
The issue is complicated by the fact that, despite having over two years since terms of reference were established, there has not been a single application by a Canadian apparel manufacturer to the Canadian International Trade Tribunal for a China safeguard. For companies that want to review the issue of safeguards further they can review the article we published in Canadian Apparel magazine in 2004 on the subject.

Download more information via PDF. We will continue to monitor developments on this issue. Members should contact Bob Kirke for more information: bkirke@apparel.ca, 1-613-231-3220, ext. 224
